Things on Earth have been tense. The calculations for runaway climate change after the meteor strike are irrefutable, but that's hard to explain to the masses. Meanwhile, life has been hard on Earth, so it's hard to justify the money being diverted to build a space program. And the space program is not exactly thriving. Between budget cuts, political winds, and actual terrorist attacks, it's been rough. Plus, there has been one accident/disaster/sabotage(?) after another.
